In 2002, Windmill International joined Lockheed Martin's team to support
the new Transportation Security Administration (TSA) in their nationwide
Airport Specialized Security Training (SST) Program to train and deploy
more than 57,000 Federal passenger security screeners at more than 425
airports across the country. We continue to support initial passenger
and baggage screener training, refresher training, and other TSA SST
training activities.
Windmill's responsibilities involved establishing information
technology-based, transportable classroom and support facilities,
staffing of airport training logistics and IT managers to support
instructional delivery teams nationwide (including U.S. overseas
Territories). Specific achievements included:

- Supporting approximately 100 locations and 6,000 students per week
during initial "roll-out" period
- Performing Registrar functions to plan and schedule 20,000
students per year to training classes nationwide
- Completing advanced planning and requirements analysis to develop
and execute a Concept of Operations (CONOPS) to support delivery of
training logistics nationwide
- Advanced logistics planning and coordination to
support synchronous delivery of training via mobile classrooms:
Just-In-Time (JIT) logistics re-supply to 429 geographically
separated customer accounts
- Development of training manuals for students and
instructors, including electronic media production
- Requirements development, acquisition, management
and nationwide distribution of training kits including PC's,
projectors, training props, and all other training materials and
aids
- Establishment and management of a national-level
Training Support and Distribution Center supporting >7,000 shipments
per year
- Tier I and Tier II IT help desk support (24/7/365)
to airports and training delivery teams
- Publications management, production, distribution and
configuration control of training manuals (printed and electronic
media)
- Customer relations management (CRM) for 1,400 instructors, and 180
Federal Training coordinators
In 2003, the SST team was awarded a five-year follow-on contract with an
expanded scope of work to continue to support TSA and the Department of
Homeland Security.
