Carleton H."Skip" Whittaker
Executive Vice President, NATO
Strategic Business Unit
A member of the Windmill team since 1995, Mr. Whittaker completed a successful 26-year career in United States Air Force. He worked in major system acquisition management, corporate level policy formulation, aircraft maintenance and piloting international VIP and cargo aircraft. Mr. Whittaker is extremely effective in multi-disciplined team environments, with more than thirty-five years of recognized leadership directly or indirectly supervising up to 350 people.
A command pilot with 5000 hours, he has twelve years experience flying global VIP, Presidential, and Strategic Airlift Missions. In addition to flying the Special Mission Aircraft providing White House support, he commanded the 89Th Field Maintenance Squadron, a 350 person organization responsible for the repair of all the major components and electronics on the 89th's fleet of five different aircraft types. Mr. Whittaker has extensive program management experience that included two tours at ESC and one at the Air Force Systems Command. He lead several successful major international system sales that involved development, production and delivery to Japan, United Kingdom, France, Saudi Arabia and NATO. The programs' ranged from twenty million to over two billion dollars. Mr. Whittaker is also a skilled negotiator and has been directly involved in establishing several international agreements that had significant influence on the U.S. and our allies war fighting capability. He currently serves as an executive advisor on acquisition strategy and improvement for the NATO Airborne Early Warning and Control System. Mr. Whittaker has led numerous delegations providing program reviews and modernization options.
He is currently responsible for all NATO strategic business unit activities. As Windmill's Executive Vice President, he facilitates a continuity of operations among the diverse business interests of the company.
